Ever since the Hollywood Foreign Press Association was established, the rules pertaining to the Golden Globe Awards have been amended, in order to meet the expanding number of categories, to allow that television can be included and to meet the public criticism, providing the best possible environment, where the best of the year can be crowned appropriately. In the very beginning, there were only six categories and there were no television awards. Public turmoil in connection with the 1981 Pia Zadora scandal led to a more strict policy regarding lobbying. The Hollywood Foreign Press Association allows nowadays up to five new members per year, in order to meet the growing demand for membership, but also limiting the prestigious voting participants to a sensitive amount. Throughout the year, but particularly as December, where the nominations are published, the members of the Hollywood Foreign Press Association are almost ambushed by all the attention they are getting. There are whole teams of public relation people and additional personnel hired, just to lobby for certain motion pictures, actors and actresses, directors; as well as for television programs and participating talent. Twenty five categories are every year receiving five nominations each, and a spot in the nominations alone is a sure fire way of receiving critical and public acclaim. The rules are very clear cut and eligibility criteria are publicly presented at the Hollywood Foreign Press Association’s web site. All eligible participants are presented to the voting members of the Hollywood Foreign Press Association, where each member chooses five in each category. These lists are being forwarded to a prominent accounting company for computation in strict confidence. The five nominated in each category who have received the most votes end up on the list of nominations, which is then presented at a press conference to the press and the public. The ballot with the twenty five categories and the five nominations in each is then sent to all the voting members of the Hollywood Foreign Press Association. It is not uncommon that the lobbying in the short month culminates to an almost annoying level, because winning a Golden Globe is very much a ticket to the Academy Award, or at least a huge recommendation for a nomination, besides the honor of winning the prestigious Golden Globe Award. The ballot with the votes of the Hollywood Foreign Press Association members is sent to the very same accounting company, where the four executive officers are the only people on Earth who know the final results before the official proclamation at the awards show, not even the Hollywood Foreign Press Association members know in advance.
